I tested a NNTP-DeleGate with your parameters exactly like above, with OEX
on Win2K, but could not encounter a problem.  It showed the manually posted
article and could post a followup article without problem.

You see the message for 30 minutes after some kind of fatal error occurred.
See <URL:http://www.delegate.org/delegate/Manual.htm#defense> for more
details.  If it is caused by the NNTP-DeleGate, then the LOGFILE named
"130" should contain a line "####! EMERGENCY STOP !####".  If so, the
logfile, by DeleGate invoked with "-vd" option, will be helpful to study
what is the problem.
