"STLS=fcl" means using TLS between the DeleGate and the client, and
it requires the client to start TLS negotiation first before the
login authentication.  "STLS=-fcl" makes the negotiation optional.

If your intention is using TLS between the DeleGate and the server,
specify "STLS=fsv".
