Place PEM files at a directory included in "LIBPATH", typically at
DGROOT/lib or the same directory with dgXXX.exe, and specify as this
for example:

  dgXXX.exe DGROOT=c:/delegate STLS="fsv,sslway -cert xxx.pem -key yyy.pem"
