You need install your "Fedora Core 6" so that it have "cc1plus".
I also have Fedora Core 6 downloaded from RedHat.ORG, installed and
used without any modification.  It have cc1plus.

I added the executable file of DeleGate for FedoraCore6 + i386
into the binary distribution.  
It is at "ftp://ftp.delegate.org/pub/DeleGate/bin-latest9/fc6-dg.gz"

I don't know the purpose of your usage of DeleGate, but I'm not sure
if it is usable by who don't know how to use C compiler...
