ERRNO=10013 on bind() is the error in WinSock which means that
you are forbidden to use the port (8080/tcp in your case) by some reason.
It might be because there is an active program using the port exclusively,
or there is some protection on the port in your Windows by some kind of
firewall configuration or so.
