I need to configure delegated to accept an ftp connection, and then
connect to an sftp server on a specific port.  For example...

HOST-A:  192.168.1.99
HOST-B:  192.168.1.1    &    192.168.2.1
HOST-C:  192.168.2.45


HOST-C is the Delegated host

HOST-A  needs to connect to HOST-C on port 10021 with sftp
