I've set up a test ftps proxy that seems to work with some ftps hosts
but not others. For the ones that do not work, I get a "421 failed
starting TLS with the server" message. 
 
The meat of the delegate startup line is: delegated -P8221 SERVER=ftp
STLS=fsv,-fcl 
 
Have also tried: delegated -P8221 SERVER=ftp STLS=fsv/ssl 
 
but get the same error.
 
I am connecting as follows:
ftp <delegateserverIP> 8221
user@ftpshostIP
password
 
Any ideas?
