I can also see that I am not getting a good handshake with my client, I
am using filezilla.

The log shows that DeleGate connected to the server port :990 (FTPS)
which is expected to be in SSL implicitly.  So you need to add the
following parameter to start SSL unconditionally:

  STLS=fsv
