I'm not so sure but the followin set of parameters will be useful:

  SERVER=http
  CONNECT=cache                               ## don't try connect to servers
  HTTPCONF=cache:any                          ## cache any response
  HTTPCONF="kill-iqhead:Pragma,Cache-Control" ## suppress forced reloading by client
