Can anyone tell me what is the command to set delegate so that all http and ftp 
requests
will go through a proxy?

I tried the following:
delegate PROXY="proxy.myispproxy.com.sg:8080:*" ADMIN=abc@hotmail..

however, i am still able to surf to sites that are blocked out by my ISP proxy.
