[DeleGate-En] nntp Connection limit question

I'm running Delgate 6.1.11 as a non-caching nntp proxy and I have this
setting enabled:

    MAXIMA=nntpcc:3

However, the proxy seems to still allow more then 3 connections from the

same client.  Doesn' t this setting limit
the number of connections that a client can make or am I
misunderstanding what it does?  If this setting doesn't do
it, is there a way to limit the number of times a single client
(assuming one client per IP address) can connect?
