I think process identification and signaling control are so limited
and diversed on Windows/XX, thus I feel supporting such control for
DeleGate on Windows will not be so successful.

Since you seem to running your DeleGate as a "service" on Windows/NT2K,
just entering the command to start it, that is

 > dg6_1_17 -P8080 +=set.txt

in your case, will stop and delete the existing service interactivelly
before create and start a new service.
