"terminate frozen child"とかで検索すると、結構でてきますね。

治ってない可能性は高いですが、いずれにしても 8.11.1 というのは随分
古いので、更新をお勧めします。

 |現在の環境は以下の通りです。

 |　DeleGate：Ver 8.11.1(Windows版)
 |　上位Proxy有無：有り（上位はsquid）

なんか、この手の話はアンチウィルスソフトがDeleGateの実行に干渉している
ようなケースが多いように思われます。
